Approve,by motion,design alternative of a 36-foot wide street for Jarvis Street and 165"'Avenue <br /> 2. Approve,by motion,an increase in engineering fees <br /> 3. Approve,by resolution,the restriction of parking along Jarvis Street and 165"'Avenue <br /> 4. Approve,by resolution, a variance from state standards for geometric design <br /> 5. Approve,by resolution,Municipal State Aid advancement of construction funds <br /> Background/Discussion <br /> At the October 20, 2014, meeting, City Council directed staff and our consultant to review the alternative <br /> of increasing the width of Jarvis Street and 165th Avenue. The attached memo, from Project Manager <br /> Cody Holmes dated October 29, 2014, details the changes and associated project cost estimate. As a <br /> result of now having completed preliminary design work on three alternatives, rather than one as <br /> anticipated with their proposal, the consultant is requesting additional fees for their work. The attached <br /> memo dated November 6, 2014, further details this request. <br /> The remaining items requiring action relate to requirements by the state for the design and funding of the <br /> project. The first resolution relates to the restriction of parking along Jarvis Street and 165"'Avenue. <br /> There is currently no parking on this section of roadway and no parking will be allowed after completion <br /> of the project. The proposed resolution is required to officially establish it as such. The second <br /> resolution asks for the state to consider a variance from their rules, thereby allowing us to reconstruct the <br /> corner of Jarvis Street and 165th Avenue on the same alignment as it currently exists to avoid wetland and <br /> property impacts. The third resolution formally requests an advancement of our Municipal State Aid <br /> allocation for the costs of the project. This allows us to borrow ahead,interest free, from our future <br /> year's allocations. <br /> Financial Impact <br /> As detailed in the attached memo,increasing the width of 165"'Avenue and Jarvis Street from 32 feet to <br /> 36 feet will increase the Elk River share of the project by$132,790.
