City of
Elk - Request for Action
River
To Item Number
Planning Commission 5.3
Agenda Section Meeting Date Prepared by
Planning Items October 28, 2014 Zack Carlton, Planner I
Item Description Reviewed by
Ordinance Amendment Reducing Required Vehicle Jeremy Barnhart,Deputy Director CODD
Stacking Space for Bank Drive-Through Lanes Reviewed by
Public Hearing, Case No. OA 14-04
Action Requested
Recommend,by motion, approval of the ordinance amendment to reduce the amount of vehicle stacking
space required for drive-through lanes.
Background/Discussion
City ordinance outlines the required parking for a number of uses within the city. Minimum parking
requirements are established to ensure on-site parking areas are of sufficient size to provide parking for
patrons, customers, suppliers, visitors and employees on premises for each use.
The required number of stalls is linked to the expected number of patrons, which can change with market
demands. The current ordinance requires banks to provide one space per 200 square feet of floor area
and space to stack five vehicles per drive-through lane. With the increased use of online banking and
direct deposit the need to accommodate five vehicles per drive-through lane is becoming less of a need.
Staff proposes reducing the required stacking space from five vehicles to two. This will provide bank uses
with more flexibility when evaluating new locations or remodeling existing ones.
Financial Impact
None
Attachments
■ Ordinance Amendment
P a w E A E U s r
Template Updated 4/14 INIM UREI
