The current ordinance requires banks to provide one space per 200 square feet of floor area <br /> and space to stack five vehicles per drive-through lane. With the increased use of online banking and <br /> direct deposit the need to accommodate five vehicles per lane is becoming less of a need. Additionally, <br /> staff has received similar comments from builders to reduce the stacking requirement during the site plan <br /> review of previous bank uses. <br /> Staff proposes reducing the required stacking space from five vehicles to two,giving banks more <br /> flexibility when evaluating new locations or remodeling existing ones. <br /> Planning Commission <br /> The Planning Commission asked how Elk River's requirement compared to other cities. Staff reviewed <br /> the parking requirements of eight cities in regard to drive-through stacking for banks. Of the eight cities, <br /> six do not include stacking requirements, one does not distinguish between uses (fast-food,bank, <br /> pharmacy, etc.), and one requires four spaces per drive-through lane.
