Memo to Mayor & City Council/P 04-02 <br />April 19, 2004 <br />Page 5 <br /> <br /> · The layout of the lots on the east side of Woodland Hills Road is unchanged. <br /> · Outlot G and Lot 4, Block 4 as parkland. <br /> · A 30 foot conservation easement on the lots on the east side of Woodland Hills <br /> Road. <br /> <br />Because staff believes that incorporating Outlot G and Lot 4, Block 4 as parkland is not <br />feasible, staff offers the a second drawing (P2) which includes the following differences from <br />(Pl): <br /> <br />· Ouflot G and Lot 4, Block 4 are not included park. <br />· There is no additional lot added in the northeast corner of the plat. <br /> <br />The total number of lots with shown on (P1) and (P2) is 110. <br /> <br />E~ Issues <br /> <br />Wetlands <br /> <br />The plat will require crossing a DNR protected stream and filling a wetland. The applicant <br />will require a DNR permit to cross the stream and wetland mitigation will be required to <br />replace the wetland that is filled. The applicant's wetland representative met with the TEP <br />regarding the wetland issues. The results of that meeting are outlined in Rebecca Haug's <br />memo. <br /> <br />Trees <br /> <br />The amount of grading required will eliminate almost all of the trees on the site. The <br />property is currently zoned Rlc (Single Family Residential) with a minimum lot size of <br />11,000 square feet. Because of the topography, any development of this property as single <br />family lots under the Rlc regulations will eliminate most of the trees on this ske. The only <br />way to preserve large areas of trees would be to rezone the property to allow townhouses, <br />cluster the residences on the west half of the property and leave the east half undeveloped. <br />The applicant is proposing to preserve a narrow strip of trees along the north boundary of <br />the plat and most of the trees in Outlot A (parkland buffer). In order to limit the spread of <br />oak wilt, the applicant should work with the City on an oak wilt suppression program. <br /> <br />In order to reduce the number of trees removed along the Great Northem Trail. The right- <br />of-way for woodland trails could be reduced to 50 feet, the road width could be reduced to <br />28 feet (with parking restrict to one side of the street) and the front yard setbacks could be <br />reduced to 20 feet. This would allow the houses to be placed further away from the trail and <br />reduce the amount of grading required on lots adjacent to the trail. <br /> <br />Grading~ Drainage and Utilities <br /> <br />Grading, drainage and utility issues are addressed in the City Engineer's memo. Grading is <br />shown on portions of Outlot A.
