It is the only <br />way to access the plat. The Technical Evaluation Panel (TEP) for the City of Elk River <br />reviewed the proposal and found both the filling and replacement plan acceptable. The <br />replacement plan consists of 1,850 square feet of New Wetland Credit and 1,850 square <br />feet of Public Value Credits (Upland buffer). The new wetland will be created adjacent <br />to an existing wetland on the site. A map showing the filling and replacement is attached <br />to this memo. <br /> <br />FINDINGS <br /> <br />Kjolhaug EnviromxaentaI Services Company prepared a Wetland Delineation Report for <br />the property dated, September 22, _00_~. <br /> <br />The Technical Evaluation Panel reviewed the delineation and the replacement plan on <br />February 10, 2004. <br /> <br />The Technical Evaluation Panel reviewed the delinea, tion and the revised replacement <br />plan on March 11, 2004 <br /> <br />Combined notification of the proposed filling and replacement plan was handed out at the <br />TEP meeting to the appropriate goverm~ental agencies on February 10, 2004 and ma/led <br />to those not in attendance on February 10, 2004. <br /> <br />The corament period ended March 3, 2003 and no negative comments were received. <br /> <br />The Technical Evaluation Panel found the proposed wetland filling and wetland <br />mitigation plan application dated, February 9, 2004, acceptable under the rules of the <br />Wetland Conservation Act with the stipulations listed below. <br /> <br />Phone: 763.635.1000 <br />Fax: 763.635.1090 <br /> <br />www. ci.dk-river, mn.us <br /> <br /> <br />
