I. INTRODUCTION <br /> <br />II. <br /> <br />The City Council of the City of Elk River adopted Resolution 04-13 authorizing <br />Howard R. Green Company to prepare this report to determine the feasibility of <br />overlaying several streets within six developments in the city. The developments <br />are Greenhead Acres 1st Addition, Heavenly Hills, Fairhaven Hills Addition, M- <br />Vale Addition, Brentwood Addition, and Belgin Acres Addition. The feasibility <br />study was initiated by the City Council based on the City's ongoing maintenance <br />program. The City's Assessment Manual and previous projects will be used as <br />a guide to establish financing methods for the project. <br /> <br />EXISTING CONDITIONS <br /> <br />The six developments proposed to be overlaid are rural sections with no storm <br />sewer. The streets are generally in fair condition; however, additional bituminous <br /> <br /> <br />
