5.2 Review High 5 Program <br />Mroz gave the staff report. <br />Sagstetter questioned how the program aligns with GreenStep Cities. Mroz stated <br />that she expected it was already listed under GreenStep Cities because the High 5 <br />Program was implemented before and would look into it. <br />Sagstetter wondered where the city stands with electric vehicle purchases because <br />electric vehicle implementation is an option action in the program and the city will <br />be expected to participate in the High 5 program. <br />Barnhart stated that the city poolcars are repurposed police department vehicles. The <br />fleet committee has looked into electric vehicle purchases in the past. <br />Westgaard suggested that the police vehicles be sold at auction in order to raise <br />money for a new electric vehicle. In addition, Westgaard suggested that the fleet <br />committee should not limit its consideration for electric vehicles to pool cars but <br />should also consider larger service vehicles. Chuba suggested promoting electric <br />vehicles and energy city with a car wrap. <br />Sagstetter mentioned the possibility of a partnership with Waste Management for <br />methane fuel for an alternative vehicle fuel. Barnhart will notify the committee of the <br />commissions concern and request to continue investigating the implementation of <br />electric vehicles. <br />Hamaan noted that the MPCA will be changing rules on recycling and organics <br />recycling within the next year and businesses will be required to recycle a certain <br />percentage of their waste. This is a selling point to businesses to implement waste <br />management actions. <br />Westgaard suggested that Economic Development staff review the High 5 packet for <br />congruence. Eddy agreed to review the program. Eddy suggested adding a flyer to <br />the BR &E Packet to promote the program. <br />Sagstetter suggested implementing an educational series or webinar. Chuba suggested <br />a YouTube video to quickly explain the program. <br />Sagstetter stated he would review the energy and HVAC sections of the program. <br />Sagstetter suggested looking into a building permit discount for commercial <br />construction recycling or other recognition and /or rewards. <br />Sagstetter will talk to Chamber of Commerce for endorsement of the program and a <br />possible partnership to honor recipients. <br />Mroz will continue to update the residential High 5 packet. <br />
