Unfortunately, the pavers were from a defective batch and have <br /> prematurely deteriorated. They require replacement for aesthetic and safety reasons. The city has <br /> received numerous complaints on their unsightliness and the uneven surface increases the city's liability if <br /> pedestrians trip and fall. <br /> The supplier,Borgert Products, Inc.,has agreed to donate permeable pavers for the crosswalk and alley <br /> sites. The city would be responsible for site demolition and aggregate base work. Permeable pavers are <br /> increasing in popularity due to their ability to reduce stormwater runoff. This attribute also supports a <br /> best management practice required by the city's stormwater permit. Installing permeable pavers would <br /> address the concerns of aesthetics, safety, and stormwater control simultaneously. <br /> Restoration options reviewed at the November 3, 2014,work session: <br /> 1. Install pavers at crosswalk and alley <br /> 2. Install pavers at crosswalk,upper and lower parts of alley, and asphalt midsection of alley <br /> 3. Install pavers at crosswalk and asphalt alley <br /> 4. Asphalt crosswalk and alley <br /> Bolton-Menk quoted engineering design services for the alley at $28,080. This would include stormwater <br /> runoff calculations and construction specifications.
