City of <br /> Elk=' Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 10.1 <br /> Agenda Section Meeting Date Prepared by <br /> Worksession November 3, 2014 Tim Simon, Finance Director <br /> Item Description Reviewed by <br /> Review 2015-2019 Capital Improvement Plan Cal Portner, City Administrator <br /> Reviewed by <br /> Action Requested <br /> Continue review of 2015-2019 Capital Improvement Plan. <br /> Background/Discussion <br /> On August 11, 2014,we reviewed the 2015-2019 equipment purchase requests with the Fleet Committee. <br /> On October 20, 2014,we reviewed the 2015-2019 Street Infrastructure and Park Improvement Fund <br /> worksheets and cash flows. <br /> Bob Pearson, IT Manager,will present the technology requests and Gary Lore,Building Maintenance <br /> Supervisor, and staff will present the Government Building Fund for the next five years. <br /> Government Building Fund <br /> This fund covers building construction and maintenance,landscaping, and remodeling projects for <br /> municipal buildings. The Building Maintenance Supervisor and department directors have estimated the <br /> replacement/repairs for the next 20 years. Presented is the 2015-19 plan which correlates to the CIP. <br /> These numbers are estimates and are updated annually. We will discuss the projects and reserve <br /> standards that are set-up in case of emergency repairs/replacements. The primary funding source,aside <br /> from interest earnings,is the expansion fee. The fund covers the public works and library facility debt <br /> service payments. We are still planning to call in the Library bonds on the call date of Feb. 1, 2016, based <br /> on estimated available cash balances. <br /> The facility plan will help prioritize the upcoming replacement/repairs of several buildings. <br /> 2015 primary projects include: <br /> Activity Center—roof replacement,boilers,ventilation,AC unit,lighting etc. ($235,557) <br /> Fire Station #1 —Repairs to the station garage floor ($30,000) <br /> Public Safety Building—Turnout gear washer,remodel fire administration, carpet replacement ($98,000) <br /> Lion's Park modification for warming house ($7,000) <br /> Sealcoating-municipal buildings ($11,300) <br /> Maintenance Facility—Woodshop build out and Co2/No2 detectors ($40,000) <br /> P a w E A E U a r <br /> Template Updated 4/14 INIM UREI <br />
