City, Council Minutes Page 9 <br />March ~5, 2004 <br /> <br /> ?,2inzing stated that the cit7 needs to make the best of the situation in order to avoid a <br /> lengthy and maybe expensive legal situat/on and to keep a good relationship xvith the counw. <br /> <br /> Councilmember Dietz stated that the neighborhood is not sadsfied with the project but that <br /> they are just resigned to the project happening and feel there is nothing they can do about it. <br /> He felt that the public review is not really a compromise between the city and the county, but <br /> just the city, giving in to the counD"s demands. <br /> <br />MOVED BY COUNCILMEMBER TVEITE AND SECONDED BY MAYOR <br />KLINZING TO RESCIND THE MOTION MADE ON SEPTEMBER 15, 2003 <br />DETERMINING THAT PER SECTION 30-01 OF THE CITY CODE OF <br />ORDINANCES THE COUNTY IS REQUIRED TO OBTAIN A CONDITIONAL <br />USE PERMIT FOR EXPANSION OF THE JAIL; AND DIRECTED STAFF TO <br />PUBLISH ORDINANCE 03-17 CLARIFYING THE DEFINITIONS OF <br />GOVERNMENT BUILDINGS AND FACILITIES AND GOVERNMENT <br />OFFICES; AND FURTHER THAT THE AGENDA FOR THE 6:30 P.M. <br />SPECIAL MEETING AT THE THEATER ON APRIL 5, 2004 BE CHANGED TO <br />ADD THE JAIL SITE PLAN REVIEW AND DELETE THE DISCUSSION ON <br />THE CITY ORGANIZATIONAL STRUCTURE. MOTION CARRIED 5-0. <br /> <br />7. Other Business <br /> <br />Councilmember Kuester stated that she attended an election caucus and met a young person <br />who was interested in having Elk River become a sister city, with a city in Africa. She <br />questioned what the Council's interests were in pursuing this. Mr. I~daers stated that at one <br />time Elk River participated in a Rotary sister ciD' program in Guatemala. <br /> <br />Mayor I-Uinzing suggested that this person do some research on ~vhat other cides are doing <br />and present suggestions to the Council <br /> <br />8. Staff Updates <br /> <br />The Mayor mentioned that the State of the City address will be held in the EOC at 12:00 <br />p.m. on Tuesday, March 16, 2004. <br /> <br />Nix. Iadaers stated that he would have the Brimeyer proposal ready for the City Council on <br />Monday, March 22, 2004. <br /> <br />9.
