Economic Development Authority Minutes Page 2 <br /> July 21,2014 <br /> 6.1 4th Microloan <br /> Mr. Beeman presented the staff report. <br /> Commissioner Dwyer asked for clarification on the section regarding whether or not <br /> a new loan would be granted in order to reduce the interest rate on a previous micro <br /> loan. <br /> Commissioner Tveite stated he felt the Finance Committee discussed this and they <br /> determined they weren't going to allow for a loan refinance. <br /> Mikayla Hout representing Springsted stated the intent of this loan was not to be <br /> used for refinancing previous micro loans. <br /> Councilmember Motin, stated he felt it's a good addition and this loan program <br /> allows uses that wouldn't have been otherwise allowed. <br /> Moved by Commissioner Motin and seconded by Commissioner Dwyer to <br /> make a recommendation to the Department of Employment and Economic <br /> Development to approve the Jobs and Incentive Program as outlined in the <br /> staff report. <br /> Motion carried 6-0. <br /> 6.2 Branding Plan <br /> Ms. Eddy presented the staff report. <br /> Commissioner Wilson asked how the member-at-large would be selected. <br /> Ms. Eddy stated the member-at-large would be a resident or someone who they see <br /> as someone active and involved in the community. <br /> Commissioner Motin asked questions regarding installation. <br /> Ms. Eddy stated the correct terminology is a public art installation. <br /> Moved by Commissioner Wilson and seconded by Commissioner Westgaard <br /> to approve the Implementation of a "Powered by Nature" Public Art <br /> Installation and the Public Art Installation Request for Proposal as outlined in <br /> the staff report. <br /> Motion carried 6-0. <br /> 6.3 Energy City Action Plan <br /> rONERE , 1r <br /> NATURE <br />
