The contract with Randy's was a 3 year fixed contract with a <br /> mutual agreement option of 2-year extended renewals. As in other service contracts, the city opened to <br /> the market to ensure best pricing. Their 2007 contract was quoted at$26,623.86 per year. <br /> A Request for Proposal (RFP) was sent to haulers licensed to collect garbage and recycling in the City. <br /> Language in the RFP allowed the flexibility of not having to choose the lowest service provider. It was <br /> based on the following factors: <br /> 1. Annual cost of the services to be performed. <br /> 2. Proposals demonstrating and utilizing resource recovery will be given preference over <br /> those that do not. <br /> 3. Qualifications, license,insurance of responder and associated personnel. <br /> 4. Similar work experience. <br /> 5. References. <br /> Three qualified haulers responded to the RFP. They are as follows as well as the quoted price for service: <br /> • ACE Solid Waste - $28,242.71 <br /> • Randy's Environmental Services - $22,307.95 <br /> • Waste Management, Inc. - $60,129.87 <br /> From those three, staff is recommending Randy's Environmental Services. Randy's has been responsive <br /> to issues and comments in the past. They were the lowest cost service provider and offered alternatives <br /> which could help save the city money and help reduce the amount of waste going into the waste stream. <br /> They have also stated that all of the City's municipal solid waste will be disposed of at the Resource <br /> Recovery Facility. They offer organics recycling as well as document destruction services.
