Elk Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 8.3 <br /> Agenda Section Meeting Date Prepared by <br /> General Business October 20, 2014 Kristin Mroz, Environmental Technician <br /> Item Description Reviewed by <br /> Request by Great River Energy (GRE) for License Jeremy Barnhart,Deputy Director COD <br /> Renewal for Energy Recovery Project Reviewed by <br /> Action Requested <br /> Staff support a recommendation to allow a Solid Waste Facility License Renewal for GRE. <br /> Background/Discussion <br /> In 1987, the city approved a request by GRE (then United Power Association or UPA) to process and <br /> burn refuse derived fuel.As a condition of that approval, a Conditional Use Permit and Solid Waste <br /> Facility License were required to be renewed every two years or as determined by the City Council. The <br /> Energy Recovery Project includes both the Resource Processing Plant and the Energy Recovery Station. <br /> In 2011, a Conditional Use Permit (CU 11-20) and License were approved. The Conditional Use Permit <br /> does not expire for so long as the conditions set forth are complied with. The applicant is not requesting <br /> any Conditional Use Permit amendments at this time. <br /> However, the License is set to expire on December 31,2014 as set by the City Council. At the time of <br /> this renewal, the applicant is not proposing any changes to the current operation. The applicant is current <br /> on all of their federal, state, and local permit requirements.
