City of <br /> Elk Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 8.4 <br /> Agenda Section Meeting Date Prepared by <br /> General October 6, 2014 Mark Thompson, Streets Superintendent <br /> Item Description Reviewed by <br /> Industrial Circle Parking Suzanne Fischer,Director, CODD <br /> Reviewed by <br /> Cal Portner, City Administrator <br /> Action Requested <br /> Approve,by motion,the establishment of a`No Parking Zone' on Industrial Circle to be evaluated for <br /> need in the Spring of 2015. <br /> Background/Discussion <br /> On February 10, 2014, Eric Haehn,President and CEO of Gradient Technologies, sent a letter to the city <br /> requesting 'No Parking' signs be installed from his business entrance to 100' east past his mailbox. <br /> Since the ground was frozen, staff placed temporary signs `No Parking' signs 25' on each side of their <br /> entrance. This approach was not effective as Gradient Technologies contacted the city again in August <br /> for assistance. <br /> Before requesting the Council approve additional signage, staff considered an alternative paint the curb <br /> yellow 25' on each side of the business entrance. This has not been effective either. <br /> Recently,Ron Patterson,President and CEO of Classic Acrylics, sent a letter to the city with similar <br /> concerns that parking was impacting his business operations. Mr. Patterson requested the city's <br /> consideration to install `No Parking' signs east of his driveway and continuing east past his mailbox. <br /> The parking congestion is mostly from PSB employees. PSB is in the process of constructing a parking <br /> lot which will alleviate much of the problem. Staff proposes to sign the entire area and re-evaluate the <br /> need in the spring when PSB has their new parking lot. <br /> Signing Industrial Circle should improve traffic flow and reduce safety concerns, specifically; <br /> • Freight delivery/pick-up is challenged when maneuvering in and out of business entrances. <br /> • Postal service is impacted when vehicles are parked too close or in front of a mailbox. <br /> • Snow plow activities are impeded by the narrow passageway and inability to plow curb to curb. <br /> • Emergency and fire access is restricted when vehicles are parked on both sides of the street. <br /> Financial Impact <br /> $2,145 <br /> Attachments <br /> • Letter from Ron Patterson <br /> • Industrial Circle Aerial <br /> P a w E A E U s r <br /> Template Updated 4/14 INIM UREI <br />
