Elk River Comprehensive Plan <br /> Planning Process <br /> This Comprehensive Plan updates the 2004 Comprehensive Plan for the City of Elk <br /> River, for which the City gratefully acknowledges the efforts of those who participated <br /> in the development of the 2004 Plan. <br /> Many stakeholders were involved in the development of the 2013 Comprehensive Plan <br /> Update including the following: <br /> Project Advisory Committee (PAC): The Project <br /> Advisory Committee (PAC) was made up of <br /> members of the City staff and the WSB Team.
