Elk River Comprehensive Plan <br /> Natural Resource Guidelines <br /> The background information that has been collected and developed by the City of Elk <br /> River provides a wealth of natural resource data for the City and its planning efforts. <br /> Information from public input processes indicated a desire to maintain open space and <br /> greenways as well as to provide connections to various areas within the City and is <br /> further defined in Chapter 9: Parks, Trails and Open Spaces. The following guidelines <br /> are intended to provide direction to the City with respect to future planning efforts. <br /> 1. Balance the protection of natural resources with economic development to <br /> maintain the vision of Elk River. <br /> 2. Preserve significant natural resource areas where applicable by implementation <br /> of greenway connections through development, park dedication, as well as <br /> identifying grant opportunities to implement or enhance greenways and natural <br /> resources. <br /> 3. Protect and enhance air and water quality to provide a livable and sustainable <br /> community. <br /> 4. Provide opportunities and connections to orient the City to its connection to the <br /> Mississippi River and Elk River. <br /> 5.
