occurred at the Landfill this past construction season. The methane smell may also <br />be associated with the landfill gas-to-electricity plant. The Landfill is looking into <br />this issue. <br /> <br />Litter - Litter is an ongoing issue at the Landfill. Staff has recently received phone <br />calls from citizens on this issue. The Landfill practices numerous tactics to control <br />litter, such as erecting litter catching fences and ceasing operations during periods of <br />high winds; however, no litter control method or combination of methods is ever <br />going to totally prevent litter from this operation. This is why city's permits for the <br />facility require routine litter pickup. The Landfill has been good about responding to <br />specific citizen complaints regarding litter. <br /> <br />Contamination - The groundwater investigation at the Landfill has been very <br />thorough. A couple of areas of contamination have been identified, possibly from <br />the original unlined cell started in 1972. The city, county, MPCA and the LandfrU <br />have jointly developed an action plan to clean up these areas prior to the <br />contamination leaving the Landfill site. <br /> <br />Recommendation <br />The Planning Commission is recommending approval of the renewal of Elk River Landfill's <br />Solid Waste Facility License and amendments to their Conditional Use Permit with the <br />modifications identified in the attached permits. <br /> <br /> <br />
