Council agreed to accelerate the purchase. <br /> The Vac-Con is a critical piece of equipment for the Wastewater Division. Vac trucks clean by pushing <br /> water under high pressure through the lines and removing obstructions. They have specialized cameras <br /> and video equipment to inspect and monitor line condition. Most lines are blocked with debris, FOG or <br /> tree roots—all of which contribute to sanitary sewer overflows. Work sites with limited access prevent <br /> the use of large excavators and trucks. The Vac-Con has an 800' 3/4" jet hose and allows operators to clear <br /> lines in tight areas. The efficient process reduces the amount of rainwater and ground water from <br /> infiltrating the lines through cracks and breaks, as well as preventing blockages and sewer back-ups. <br /> The bid amount includes a $50,000 trade-in allowance for the existing truck and a $20,000 discount if the <br /> purchase is made prior to the end of 2014. The discount results from EPA Tier 4 Emission Standards <br /> which require regulated non-road diesel engines produced after January 2015 to include special emission <br /> components which further reduce levels of nitrogen oxide,particulate matter and hydrocarbons. <br /> Purchasing the Vac-Con truck in 2014 will allow the city to avoid the $20,000 upcharge. <br /> Financial Impact <br /> The Wastewater Division is an enterprise fund and a budget amendment will be made at the end of the <br /> year to reallocate funds for the purchase of the Vac-Con in 2014. Cash flow forecasts were reviewed <br /> during the recent budget review.
