MEETING OF THE ELK RIVER <br /> • HERITAGE PRESERVATION COMMISSION <br /> HELD AT THE ELK RIVER CITY HALL <br /> THURSDAY,JULY 10, 2003 <br /> Members Present: Jeff Gongoll, Cliff Lundberg, Bud Houlton and Kurt Kragness <br /> Members Absent: Cindy Olson,Jim Nord and Pat Dwyer <br /> Staff Present: Stephen Rohlf <br /> 1. Call Meeting to Order <br /> Pursuant to due call and notice thereof, the regular meeting of the Elk River <br /> Heritage Preservation Commission was called to order at 6:30 p.m. <br /> 2. Consider 7/10/03 Agenda <br /> COMMISSIONER LUNDBERG MOVED TO APPROVE THE AGENDA. <br /> COMMISSIONER GONGOLL SECONDED THE MOTION. THE <br /> MOTION CARRIED 4-0. <br /> 3. Consider 6/12/03 Minutes <br /> • COMMISSIONER LUNDBERG MOVED TO APPROVE THE 6/12/03 <br /> MINUTES AS SUBMITTED. COMMISSIONER GONGOLL SECONDED <br /> THE MOTION. THE MOTION CARRIED 4-0. <br /> 4. Consider Items on Planning Commission 7/22/03 Agenda <br /> The Commission reviewed the items on the 7/22/03 Planning Commission agenda <br /> and felt that most of the items did not have potential conflicts with any known <br /> cultural or historic resources with some exceptions. <br /> The Commission also discussed the revised downtown architectural standards, <br /> which they felt were created to maintain the character of this area. They felt that <br /> allowing 45% to 50% of a development in the downtown area to be four stories <br /> was an economic concession, which compromised the intent of the standards and <br /> would change the character of the area. Further, they strongly felt that the <br /> Utility's building played an important role in the development of Elk River and <br /> should be preserved. <br /> COMMISSIONER LUNDBERG MOVED TO RECOMMEND THE <br /> FOLLOWING CONDITION BE PLACED ON THE CONDITIONAL USE <br /> PERMIT FOR KENTUCKY FRIED CHICKEN: "ANY ITEM OR <br /> CONDITION FOUND THAT INDICATES THE SITE IS LIKELY TO <br /> • YIELD INFORMATION IMPORTANT TO PRE-HISTORY OR HISTORY <br /> SHALL BE REPORTED TO THE CITY IMMEDIATELY.
