. e Je j,7IT 1411 Page 7 <br /> City Snowplowing <br /> The city of Elk River plows all city streets when the snow depth is two or more inches. Plowing operations begin at 3:00 a.m. <br /> ev ith seven trucks plowing street routes and one front-end loader plowing parking lots and cul-de-sacs. A 6-inch snowfall takes 8 to 12 <br /> hours to plow completely. In the event of a heavy snowfall, all roads will be opened with at least one pass and then plowed completely in <br /> the usual sequence after the snow and/or wind has stopped. <br /> Each truck plows a designated priority route and then starts a specific residential area. The plow routes are designed to clear the <br /> streets for as many residents as possible in the shortest period of time. For this reason,some cul-de-sacs are often just"circled"on the <br /> first trip and plowed later by another unit. This at least allows residents access to their driveways. <br /> Because trash is collected somewhere in the City, five days per week,one or more of the snowplow routes will encounter trash <br /> containers while plowing. Residents are asked to please leave their containers 3-feet behind the curb line so that the snow windrow does- <br /> n't knock the container over. The trash trucks have the ability to reach up to six feet back from the traveled roadway. Plow operators will <br /> slow down to avoid trash containers but will not stop to move containers or set containers upright that have been overturned.Cooperation <br /> by residents will do much to help us keep our plowing on schedule. <br /> Salt and Sanding Operations <br /> All major intersections, as well as hills and curves, are sanded as needed to maintain vehicle traffic. Elk River, like most cities, <br /> does not have the equipment or resources to sand all streets end-to-end,so drivers must use caution when operating motor vehicles during <br /> icy conditions and during extremely cold weather. Salt is not an effective ice melter at temperatures below 10 degrees Fahrenheit, so salt <br /> and sand are applied on a very limited basis during very cold weather. <br /> Please remember it is against city ordinance and state law to plow or push snow from private property onto or across city streets. <br /> HAVE A SAFE AND ENJOYABLE WINTER. <br /> Operating Snowmobiles on Public Streets <br /> The operation of snowmobiles on public streets is permitted only when it is necessary to gain access to designated snowmobile <br /> trails,private property or areas which,by Minnesota Statutes, may be used by snowmobiles. Snowmobiles operated on public streets in <br /> 'tatted areas within the City's Urban Service Area must be operated on the furthermost right hand portion of the roadway or shoulder sur- <br /> e(not on boulevards or on portions of the right-of-way beyond the roadway or shoulder surface),and in single file. <br /> • <br /> SNOWMOBILING IN ELK RIVER <br /> It is unlawful to operate a snowmobile within the city limits in the following manner: <br /> 1. On a public sidewalk or walkway used for pedestrian travel. <br /> 2. On private property without lawful authority or consent of the owner. <br /> 3. Within one hundred(100)feet of any fisherman, fish house,shelter,pedestrian,skating rink,sliding area or in any other area where <br /> such operation would conflict with the use or endanger other persons or property. <br /> 4. At any place,while under the influenc; of intoxicating liquor,narcotics,or habit-forming drugs. <br /> 5. At a rate of speed greater than reasona.le under surrounding circumstances. <br /> 6. At any place in a careless,reckless or egligent manner so as to endanger the person or property of another. <br /> 7. Without a lighted headlight and taillig t when required. <br /> 8. Without a muffler in good working or.er. <br /> 9. On public streets, highway,alleys, or .ublic property between the hours of 12:00 a.m. and 7:00 a.m. except for emergency purposes <br /> or except if the operator is returning to his or her residence at a speed not in excess of ten(10)miles per hour. <br /> 10. In any tree nursery or planting in a ma ner that damages or destroys growing stock. <br /> Be a R:sponsible Pet Owner and License Your Pet <br /> The police department receives umerous complaints each year of dogs and cats running at large. If your dog or cat <br /> runs away and is found by a stranger or .y the animal warden,the owner can usually be found if your animal is licensed.
