410 <br /> MEMORANDUM <br /> TO: MICHELE McPHERSON,PLANNING DIRECTOR <br /> FROM: LORI JOHNSON,FINANCE DIRECTOR ■-Atyk <br /> DATE: NOVEMBER 30, 1999 <br /> SUBJECT: PARK DEDICATION FEES <br /> You indicated that there has been discussion recently regarding the timing of the payment of park <br /> dedication fees. The City has tried two different methods,collecting at the time the plat is recorded and <br /> collecting when the building permit is issued. Currently,the fees are collected before the plat is signed <br /> and recorded. <br /> • Collecting fees when a building permit is issued is not the preferred method for several reasons. First, it <br /> is much more cumbersome to administer;a great deal of communication needs to take place between the <br /> planning and building departments. Second,the chance of error in collecting the wrong amount or not <br /> collecting at all is much greater because the amount may vary by lot depending on which year it was <br /> platted and whether a land dedication was made in lieu of the fee. Additionally,when the fee is collected <br /> as part of the building permit application,the payment is made by the builder or homeowner(who may be <br /> unaware of the fee)instead of the developer. <br /> I hope this addresses your question.
