City of <br /> Elk - Request for Action <br /> River O. <br /> To Item Number <br /> Mayor and City Council 6.4 <br /> Agenda Section Meeting Date Prepared by <br /> Presentations,Awards September 15, 2014 Michael Hecker, Parks and Recreation Director <br /> and Recognition <br /> Item Description Reviewed by <br /> Resolution Accepting Donation for Rotary Bench Cal Portner, City Administrator <br /> Memorial at Bailey Point Nature Preserve Reviewed by <br /> Action Requested <br /> Adopt,by motion,the attached resolution acknowledging$3,500 in donation to the Parks and Recreation <br /> Department from the Elk River Rotary for a bench memorial at Bailey Point Nature Preserve <br /> Background/Discussion <br /> Staff has been working with Lynn Caswell from the Elk River Rotary on a bench memorial in honor of <br /> Thomas McNair for the Bailey Point Nature Preserve. <br /> The memorial idea was first presented to the Parks and Recreation Commission at the end of last year. <br /> They were updated with construction and location details at the July 9 Commission meeting. The exact <br /> location and construction,agreed upon by staff,the Parks Commission and the Rotary is slightly elevated <br /> above the high water mark, and has an excellent view of the confluence of the Elk and Mississippi Rivers. <br /> Staff has been working with the Commission the past few months on a donation policy draft outline. <br /> The exact bench proposed for the memorial meets the standards and criteria that have been set up in the <br /> draft policy. The memorial actually includes two benches close together each with a plaque engraving <br /> recessed into the slats. Details on the park bench and plaque texts are attached. <br /> The expected life cycle of this donation is 10 years and the Rotary has agreed to maintain the bench <br /> memorial during its life cycle and beyond. The bench memorial should be completed by mid-October, <br /> pending any possible weather issues. <br /> Financial Impact <br /> The donation of$3,500 will be the actual cash value of two park benches with plaques and city labor cost <br /> related to installation.
