Background/Discussion <br /> Case No. P 14-05 <br /> The Economic Development Authority and the City of Elk River propose the second phase of the <br /> Natures Edge Business Center. This phase will provide developable land in the Highway Commercial (C- <br /> 3) and Business Park (BP) zoning districts generally south of the first phase of Natures Edge Business <br /> Center. <br /> The City Council opened and continued the public hearing at their August 18, 2014, meeting to provide <br /> additional time for staff to complete minor modifications to the plat. Having resolved the wetland <br /> permitting issues and suggested adjustments to the Twin Lakes Road and 168th Avenue intersection, staff <br /> requests approval of the Preliminary Plat and Final Plat Resolution. <br /> Plat <br /> The plat creates five buildable lots and two oudots. One oudot is guided for a future interchange and is <br /> being retained until the access issues are better understood. Right-of-way for two roads,Twin Lakes Road <br /> and 168th Avenue, are included in the plat and identify locations for future connections. <br /> Lot 1, block 1, and lot 1,block 3,include wetlands that may be used for treatment of runoff from future <br /> development.Wetland buffering regulations require a 45-foot drainage and utility easement around the <br /> delineated edge of the wetlands. Within this easement there is a 25-foot wetland buffer strip and a setback <br /> of 20 feet for structures and pavement. <br /> Focus Area Study <br /> The FAST Study identifies this area for development as destination retail and jobs (light industrial). These <br /> uses require proximity to major roadways for access and visibility. Visibility is provided via proximity to <br /> Highway 10 and access will be provided with the future intersection of Twin Lakes Road and Highway <br /> 10. <br /> City plans identify Twin Lakes Road as a primary north-south alternative to Highways 10 and 169, and a <br /> primary highway connection will be just south of the proposed development. The right-of--way for the <br /> extension of Twin Lakes Road to Highway 10 is included in the plat,but only half of the boulevard will <br /> be constructed. Twin Lakes Road will terminate,temporarily, just south of the intersection with 168th <br /> Avenue. <br /> Planning Commission <br /> Public Hearing <br /> No one spoke during the public hearing and no comments have been received for or against the <br /> proposed plat. <br /> Planning Commission <br /> The Commission had no concerns when they reviewed the Preliminary Plat on July 22, 2014, and <br /> recommended approval 7- 0. <br /> Since the Planning Commission review, the plat has been modified slightly, to accommodate <br /> requirements of the Army Corp of Engineers (wetlands) and Northern Natural Gas (pipeline issues). <br /> These modifications did not significantly change the layout of the lots. <br /> N:\Public Bodies\Agenda Packets\09-15-2014\Final\x7.1 sr NEBC II Plats.docx <br />
