Presently, the site is about 50/50 rolling and <br /> wooded to the west, and flat open meadow to the east near Elk Lake Road. Over <br /> 50% of the development, 33.27 acres, will be open space permanently protected by a <br /> conservation easement and owned in common by a homeowner's association. Of the <br /> 33.27 acres, 12.06 acres is wooded and 15.20 acres is open meadow. The developer <br /> proposes to have the clustered septic drain fields, community gardens and trails in <br /> the open meadow, and have the wooded open space become City park. The 31 lots <br /> are set back from Elk Lake Road, situated in the wooded portion of site surrounding <br /> the wooded open space. <br /> Park Dedication Requirements <br /> The present draft of the cluster ordinance would require the developer to dedicate <br /> 10% of the platted land for a park, 5.7 acres, or pay park dedication as follows: <br /> • <br /> 13065 Orono Parkway • P.O.
