Park and Recreation Memo/Park&Trail Fees <br /> September 1, 1999 <br /> Page 2 <br /> Trail Reimbursement <br /> We have included a bid schedule for the construction of a 100' long bituminous trail <br /> based on the new trail section developed by Terry Maurer, Phil Hals, and <br /> Commissioner Dave Anderson. The total construction cost including a 5% contingency <br /> is $13.75 per linear foot. The previous reimbursement policy was for $10.00 per linear <br /> foot. <br /> Developers have approached staff regarding reimbursement for "extraordinary" costs <br /> associated with trail construction. It is staffs opinion that the reimbursement should be <br /> kept at a standard level. The Commission and staff would have to evaluate what <br /> makes a site more difficult or"extraordinary" to construct a trail on from another site. In <br /> addition, the eligible "extraordinary" costs would need to be identified which could pose <br /> difficulty. <br /> Recommendation <br /> Staff recommends that the Park and Recreation Commission recommend to the City <br /> Council the adoption of the following fees and trail reimbursement policy, effective <br /> January 1, 2000: <br /> 1. Adopt an increase in the park dedication fees to $1,400, with $1,150 for <br /> • park dedication and $250 for trails. <br /> 2. Adopt a trail construction reimbursement policy of$13.75 per linear foot. <br /> No "extraordinary" costs will be reimbursed. <br /> It is also recommended that the trail construction costs be evaluated every 2-3 years to <br /> ensure that the policy is reasonable. <br />
