All data is public unless classified otherwise. In many <br /> circumstances, data may not be disclosed except with authorization of the subject of the <br /> data or pursuant to court order. In compliance with the DPA, employees are strictly <br /> prohibited from disclosing to a third party, within or outside the city, any personnel data, <br /> data relating to pending civil legal actions, or any other data that might be classified as <br /> private, non-public, or confidential, without the city administrator's express authorization. <br /> The City Council appoints the city administrator as the responsible authority to administer <br /> the requirements for collection, storage, use, and dissemination of data. Refer to the city's <br /> Guidelines and Procedures for the Minnesota Government Data Practices Act for <br /> additional information. <br /> Performance Appraisals <br /> Performance appraisals are an opportunity for employees, supervisors, and the city to <br /> assess employee job performance. The performance appraisal system is designed to: <br /> • Ensure that quality services are provided to the public at the least possible cost; <br /> • Motivate and develop employees to their fullest potential; <br /> • Clarify roles and mutual expectations of supervisors and employees; <br /> • Promote open and ongoing communication between employees at all levels, <br /> including feedback from subordinates to supervisors; and <br /> • Assist in determination of whether employees are meeting the established <br /> performance standards for their position. <br /> Performance appraisal forms generally will be maintained in the employee's personnel file. <br /> Immediate supervisors will conduct performance appraisals annually, and may conduct <br /> formal or informal performance appraisals more frequently if necessary or prescribed by <br /> the city administrator or the department director. The performance appraisal usually will be <br /> in writing and must be signed by the employee and supervisor. Signing of f the performance <br /> appraisal document by the employee acknowledges the review has been discussed with the <br /> supervisor and does not necessarily constitute agreement. Failure to sign the document by <br /> the employee will not delay_processing. Employees do not have the right to change or <br /> grieve their performance appraisal, but may submit a written response which will be <br /> attached to the performance appraisal. <br /> Attendance <br /> 9 <br />
