Memo to Park and Recreation Commission/P 99-9 <br /> July 14, 1999 <br /> Page 2 <br /> • • Incorporate the Meadowvale Heights Park Concept Plan into the plat. <br /> • Tree preservation <br /> • Grading and filling <br /> • Sidewalks on main road <br /> • Clustered mailboxes <br /> • Looped water mains <br /> • Buffering along County Road No. 1 <br /> Last February, the Park and Recreation Commission reviewed the concept <br /> plans and gave the developer the following preliminary comments: <br /> • That a trail be installed as part of the development. <br /> • That the park land dedication be dry land with the trail on dry land. <br /> • That there be a 20 foot minimum distance maintained between the trail <br /> and back yard property lines. <br /> Proposed Park <br /> At present the park consists of 12.30 acres with 3.79 acres of high ground and <br /> 8.51 acres of wetland. In addition to the wetlands, the developer has located a <br /> NURP pond (pond to collect pollutants and runoff) and a wetland mitigation <br /> area behind lots 7,8 and 9, Block 3 (see attached annotated preliminary plat <br /> • B). No sidewalks have been shown along streets and no trail has been shown <br /> in the park. Adjacent to Lots 10 and 11, Block 3, the park is too narrow to <br /> accommodate the Commission's request for a 12 foot bituminous trail <br /> between the wetland and rear property lines. The park has 360 feet of street <br /> frontage, but the area has a 1:5 (20%) slope towards the wetland and is <br /> relatively unusable for parking or structures. <br /> Analysis <br /> Overall, the proposed park conforms to the Park Concept Plan prepared by <br /> staff by creating an opportunity to have a trail loop around the wetland with <br /> two boardwalk wetland crossings. <br /> Consistent with recent plats and current park dedication policy, credit for <br /> park dedication would be given for the 3.79 acres of dry park land. The 3.79 <br /> acres represents only 5.4% of the plat area, therefore, the Commission has an <br /> opportunity to ask for an additional 3 acres of park land to be consistent with <br /> Section 1008.18, of the Subdivision Ordinance. Staff recommends that Lots <br /> 10 and 11, Block 3 (.57 acres), be added to the park to increase the frontage <br /> on the public street, to provide some useable high ground for park purposes, <br /> and to better accommodate the 12' bituminous trail (See Attached Annotated <br /> Preliminary Plat A).
