Conclusion <br /> It is clear that the City of Elk River has a <br /> serious drug problem . Given the number of <br /> drug overdose deaths , cases investigated <br /> and drugs making their way to the city from <br /> the metro area. With this partnership more <br /> can be done to combat that problem <br /> through aggressive investigation and <br /> education . <br />
