Memo to Park and Recreation Commission/p99-7 <br /> April 14, 1999 <br /> Page 2 <br /> Planning Commission <br /> At the March 23rd, Public Hearing, there was considerable amount of concern <br /> regarding future road connections and traffic, however, little concern about <br /> the park plans. Resident, Sandy Weicht, did not want park parking off of <br /> Island View Drive. Resident, Mike Turnquist, did not want the park <br /> developed as anything but a passive natural area. There no other discussion <br /> regarding the trail access or park. <br /> Issues <br /> • The park plan proposed by the developer compromises the integrity of the <br /> park and its defensible boundary, the wetland. <br /> • After tree clearing and grading for the storm pond on the park land and <br /> the filling of the marsh for the pipe, the pristine character that is there <br /> presently, will be gone. What remains is a very small parcel of land too <br /> small for park by itself and reliant on the MacGibbon parcel in the future. <br /> • The wetlands have not yet been delineated. It appears, by the presence of <br /> marsh grass, that some of the area identified as dry ground may actually <br /> contain wetland. Based on present park dedication policy, no credit will <br /> • be given for the wetlands or storm pond. <br /> • The property being negotiated for is not necessary for the future creation <br /> of park on the MacGibbon property. Unlike lots 1-2 of Island View 5th <br /> Addition, the remaining lots of Island View 5th Addition are less likely to <br /> negotiate for lake shore frontage with Mr. MacGibbon due to the lay of the <br /> land and shoreline. <br /> • If the park land is to be obtained, which connects Island View Drive to <br /> 189th, is it necessary to have a second trail connection to 189th from <br /> Island View Drive? <br /> • Is the land suitable for use as a neighborhood park, identified as a need in <br /> the Park Service Area, or is the designation likely to be that of a <br /> conservation park? <br /> Recommendation <br /> Staff asks the Park and Recreation Commission to make a recommendation <br /> for the park dedication requirements for the preliminary plat of Island View <br /> Fifth Addition. <br /> • <br /> \\elkriver\sys\shrdoc\planning\stevewen\parkmmo\p99-7p2.doc <br />
