The City of St. Cloud has recently retained our firm to do several things, including <br /> the analysis of their present park dedication fee ordinance, suggest some new park dedication fee <br /> ordinances, and an analysis relating to local, state and national trends relating to the amount and <br /> validity of park dedication fees, especially relating to industrial and commercial property. <br /> In consultation with an attorney who is working with us, we will be doing the following: <br /> 1. Analyze cases in Minnesota relating to this subject,the leading case being Collis Vs. <br /> City of Bloomington. <br /> 2. Review recent U.S. Supreme Court cases relating to the taking issue as they may apply to <br /> park dedication fees,whether they be cash or land. <br /> • <br /> 3. Review well known land use treatises such as Rathkopf on zoning, Anderson on zoning, <br /> McQuillan on Municipal Law, in order to pull together the current thoughts of <br /> commentators and to make sure that we look at any recent cases from across the country <br /> relating to these issues. <br /> 4. We will also be contacting the League of Cities to see if they have any research papers <br /> and model ordinances on this subject. <br /> As part hereof, we thought it would be beneficial to obtain from numerous cities, any legal <br />
