Memo to Park and Recreation Commission/p99-5PR <br /> February 10, 1999 <br /> Page 2 <br /> Access <br /> The proposal consists of two clusters of townhomes separated by a northern <br /> natural gas easement, each with a separate private drive with access off of <br /> Meadowvale road. The access points are offset from the southern entrance to <br /> Meadowvale Heights subdivision. <br /> Park Dedication Requirements <br /> The site lies in Park Service Area 8 of the Master Park and Recreation Plan. <br /> The area's park need are proposed to be met by Meadowvale Heights Park. <br /> The concept plans for Meadowvale Heights Park include a walking trail <br /> around a wetland, a play structure, picnic shelter, and an open ball field. <br /> The Trails and Parkway Plan identifies a future trail running north-south <br /> along the Meadowvale Road connecting to County Road No.l. <br /> Resolution No. 95-97 stipulates that 10% of the undeveloped land be <br /> dedicated to the city for parks, or a fee of$650 per lot or dwelling unit (to be <br /> revised in March 1999) be paid to the city in lieu of land for residential <br /> development. <br /> Staff a cash dedication in lieu of land to satisfy the park dedication <br /> requirements and that the developer be responsible for the development of a <br /> bituminous trail along Meadowvale Road. <br /> Recommendation <br /> Staff recommends the Park and Recreation Commission recommend a park <br /> dedication fee be paid in lieu of the 10% of the undeveloped land and that the <br /> developer be responsible for the development of a trail along Meadowvale <br /> Road.
