Adjacent Property <br /> • <br /> There is a parcel to the west of the proposed plat that will be landlocked if <br /> P p P p <br /> the plat is approved as proposed. Provisions to access this adjacent property <br /> will be included as part of this plat. A 40 foot access and utility easement will <br /> be provided across Lot 2, Block 1 to allow access to the property to the west <br /> as well as the installation of utilities. <br /> Master Park and Recreation Plan <br /> The proposed industrial development falls inside Park Service Area 29 which <br /> identifies no need for neighborhood parks. <br /> The Trails and Parkway Plan identifies the northern edge of this property to <br /> have a future trail. The Plan also identifies a snowmobile trail in this area, <br /> however the snowmobile trail map was recently amended (See attachment). <br /> City Council Meeting <br /> On December 21St, 1998, The City Council approved the preliminary plat <br /> with the following conditions related to park and recreation issues: <br /> • • THE PARK AND RECREATION COMMISSION REVIEW AND A RECOMMENDATION BE <br /> CONSIDERED PRIOR TO FINAL PLAT APPROVAL. <br /> • SIDEWALKS BE INSTALLED ALONG THE OUTSIDE EDGE OF THE PROPOSED ROAD ALONG <br /> WITH A PEDESTRIAN CONNECTIONTO THE ADJACENT COMMERCIAL DEVELOPMENT TO <br /> THE NORTH. <br /> Recommendation <br /> The City Council and staff recommend that the Park and Recreation <br /> Commission review the Elk River Business Park Plat and make a <br /> recommendation regarding sidewalks and trails. <br />
