*K. <br /> Item #: lo.c.2. <br /> • �� <br /> City of MEMORANDUM <br /> Elk ,, Ri, River TO: Park and Recreation Commission <br /> FROM: Michele McPherso irector of Planning <br /> DATE: November 2, 2000 <br /> SUBJECT: Review Park Fees: <br /> Request <br /> The Commission is asked to consider recommendations regarding trail reimbursement <br /> policy, park facility use fee/deposit, and dedication fees for 2001. <br /> Attachments <br /> • Shelter Use Summary Report <br /> • Shelter Use Report, Community Recreation <br /> • 1999 City of Anoka Fee Schedule <br /> • • 1999 Survey Compiled by Anoka, Park Usage Fees/Deposits <br /> Trail Reimbursement Policy <br /> There has been much debate in recent months regarding quality control of trail <br /> construction and whether or not developers should be allowed to construct their own <br /> trails through subdivisions. After some discussion, staff would like to propose that the <br /> City continue using the current method, but that staff would provide a trail construction <br /> standard for the Commission's review and approval at the December meeting. This <br /> would then be implemented effective January 1, 2001. <br /> Park Facility Use Fee/Deposit <br /> There was much discussion at the October meeting regarding the fee and deposit <br /> levels proposed for the use of Woodland Trails Park. Currently, Woodland Trails is a <br /> park facility that is used primarily by school teams (cross country, skiing, biathlon) or <br /> large groups for fundraising events (Gitchi Gummi, Leukemia, etc.) Families typically <br /> do not use the parks for events such as family reunions due to the lack of a shelter in <br /> the park at this time. Another factor that limits the use of Woodland Trails is the fact <br /> that the use needs to be reviewed by the Commission. <br /> Based on the information gathered by Anoka, I would propose to the Commission that <br /> we consider the following: <br /> • <br /> 13065 Orono Parkway • P.O.
