Since that time, the Commission reviewed a revised plan that included <br /> wetland mitigation associated with the East Elk River project and the 7 Oaks <br /> preliminary plat was approved adding additional park land and an access to <br /> the north of the Park. At this time, no mitigation is necessary within the <br /> Park. Since the concept plan was developed, 7 Oaks has been granted <br /> preliminary approval which provides an access to the north of Meadowvale <br /> Park and additional park land. Staff has prepared a Concept Plan for the 7 <br /> Oaks Park that conforms to the Meadowvale Concept Plan as approved on <br /> April 8, 1998. With the additional access, the Commission may want to <br /> consider deleting the southerly vehicular access shown on the Meadowvale <br /> Park concept plan. <br /> North Terrace Tot Lot <br /> This is a small park located in the back yards of the North Terrace <br /> Subdivision near the intersection of School St. and Holt Avenue. The Park <br /> has a 10-foot street access between Lots 3 and 4, Block 1. A private shed <br /> presently blocks the access.
