Money appropriated from the <br /> outdoor heritage fund for easement acquisition may be used to establish a monitoring and enforcement <br /> fund as approved in the accomplishment plan and subject to subdivision 15.An annual financial report is <br /> required for any monitoring and enforcement fund established, including expenditures from the fund. <br /> Dear Deb, <br /> The Lessard-Sams Outdoor Heritage Council met on June 21, 2011 and reviewed accomplishment plans <br /> for 2011 appropriations from Laws of Minnesota, First Special Session 2011, Chapter 6 as required by <br /> Article 1,Section 2,Subdivision 8 of Chapter 6.At that meeting,the council delegated final approval of <br /> accomplishment plans to the Executive Director for approval subsequent to execution by the Governor <br /> of.Minnesota. On July 20,2011 the Governor signed your appropriation into law.. Therefore, based on <br /> the council's review of your accomplishment plan I hereby approve your accomplishment plan.You are <br /> approved to receive reimbursement for expenses direct to and necessary for your program beginning <br /> July 20,2011. <br /> Unless otherwise provided,the amounts in this section are available until June 30, 2014,when projects <br /> must be completed and final accomplishments reported. Funds for restoration or enhancement are <br /> available until June 30, 2016, or four years after acquisition,whichever is later,in order to complete <br /> restoration or enhancement work. If a project receives federal funds,the time period of the <br /> appropriation is extended to equal the availability of federal funding. <br />
