In 1992 a bond issue wa <br /> to build a new elementary school and a new high school. This new elementary was pawed• <br /> • 2,�.a:.ta:^y SC;;oCI combined I� <br /> populations from two smaller schools in the district. As a result of this project. Coitrli elementary <br /> was vacated and the school district hired an arch_ ,architectural fir to examine Coivill's 'usefulness as an <br /> early Childhood center. Colvin was built in 1937 and was considered tG e a <br /> b structurally sound <br /> building. After detailed study, the district decided that with remodeling and an addition, the <br /> building would make a suitable home for Head Start and the districts early Childhood programs. <br /> Yet the school district and Head Start still felt that the services in the building could be more <br /> comprehensive. So. beginning in the spring of 1993 and continuing throughout 1994, <br /> discussions were held with a variety of early ch:IdhocdJfamily services providers including: Work <br /> and Family Resource Center, Red Wing Technical College Professional Nanny and Child Care <br /> Program::; Red Wing Technical College Administration. Red Wing Private Industry Council the <br /> City of Red Wing, Red Wing Housing and Redevelopment Authority. Red Wing Transitional <br /> Housing Coalition, Hiawatha Valley Adult Basic Educator:, Goodhue County Social Services. The <br /> Learning Circle Child Care Center, Public Health Services of Goodhue and Wabasha Counties <br /> and Three Rivers <br /> Community Action. Inc. Representatives of these <br /> agencies were asked d to help_h` school Cst'C t P.P" ine which current community needy the t ^t' i11 Family Center should <br /> focus on, as well as which current needs could be more acpropnate!y served in another location. <br /> A: the conclusion of these meetings, constructor: d u completed <br /> r ,. uct:: cc• merit., were .,:. 2t2d which set - <br /> for the rerncdeiing of the Colvill Elementary School 2 :he -.ace <br /> Through these meetings it became apparent that while the Cciviii Family Center could provide a <br /> wide varier of services, the center needed additional resources to meet all the existing needs. <br /> Hence, the "Ccivill Redevelopment Project was developed. In additi^ the family • <br /> redevelopment. project includes The Women's Center and a neighborhood park'piaugrcund. <br /> The Red Wing Housing and <br /> Redevelopment Authority a.vnc with <br /> the Red /1rg Transitional HCUS.i g Coalition that the city was in desperate need of a women's <br /> shelter <br /> and mere transit housing. additon, they believed th at many women and children needing housing and emergency shelter <br /> could benefit from he i <br /> "'rCs'wmS being C:i2:'2d in the <br /> family center. So, it was decided that a center for women and children r temporary e� :pr c:ary shelter <br /> or housing would. be constructed adjacent to the center on land owned by the school district . <br /> To support the neighborhood and the family center a parkpiaygrcund was needed. Through • <br /> meetings with the city, it was decided that the city of Red Wing would agree to purchase additional <br /> land adjacent to the family center for development of a playground. The playground would be <br /> designed around the needs of the neighborhood and the family center.e.. Ti:2 city also agreed to <br /> finance the construction and maintenance of the piaycround. This component was a plus for both <br /> the neichbcrhood, as they were one of the few neighborhoods lacking a city park, and the family <br /> center• as it allowed Red Wing Schools to focus on financing the center construction. without the <br /> need of building a separate playground for the family center. <br /> After the initial redevelopment project was developed, the involved acencies felt it was important <br /> to sponsor a number of meetings for interested community members croups to review the plan. <br /> Review of the project occurred at the following meetings: a Coivli neigh <br /> Red Wing Planning Commission; neighborhood meecr.g: City of <br /> g Red Wing City Council. parents of children enrolled in Red <br /> rIC: Public Schools:Head Stan prccrams: Red Wing Coalition tin fc r <br /> T ra::sicor.ai Housing Bcarc: • <br />
