The youth athletic associations have agreed to organize donations of time, <br /> materials,labor and money in order to supplement what the City can provide. In order to <br /> organize construction of the improvements at the athletic complex, staff has prepared a <br /> four-year phasing plan,which would allow for construction and organization of donations <br /> during off-peak periods at the athletic complex. <br /> In order to begin construction,staff recommends that the Commission support expending <br /> $20,000.00 per year of park dedication funds towards the construction of facilities at the <br /> Youth Athletic Complex from 2002-2004. Attached for the Commission's information is a <br /> revised 10-year CIP budget which illustrates the impact of this contribution on the fund <br /> balance. Staff also recommends amending the 2001 budget for the expenditure of <br /> $12,500.00 for concrete pads for the home plate bleachers, the player benches and the <br /> batting cage. The City in 1999 received$1,000 from Bauerly Brothers to contribute toward <br /> the Youth Athletic Complex development if they were part of a competitive bid process. <br /> This would reduce the City's contribution in 2001 to$11,500.00. Further discussions need <br /> to occur to determine future responsibilities over the $20,000 per year proposed by staff. <br /> Recommendation <br /> Staff recommends that the Commission support the Youth Athletic Complex development <br /> plan,phasing plan/budget and recommend to the Council that$12,500 be expended in 2001 <br /> to begin construction at the complex. <br /> • <br /> • <br /> S:\PLANNING\MICHMC\PARKNREC\ERYAC.DOC <br />
