The purpose of this letter is to formally serve <br /> notice that the City of Elk River is withdrawing from the Community Recreation Joint Powers <br /> Agreement QPA) effective December 31,2001. <br /> The Fik River City Council discussed the community recreation organization at its June 25, <br /> 2001,meeting. In light of the recent withdrawal of Hassan Township and the City of Otsego <br /> from the JPA, the City of Elk River sees no benefit in our continued participation in the <br /> community recreation organization. In order to ensure that the city participation in the <br /> organization would end with the calendar year, the City Council approved a motion withdrawing <br /> from the JPA. <br /> Many positive statements can be made about community recreation activities over the past nine <br /> years.Additionally, the end of the community recreation organization does not mean the end of <br /> recreation opportunities and options for our residents. It is the City Council's intent to hire the <br /> community recreation staff and have this group of employees provide the City of Elk River <br /> recreation programming. Between now and the end of the year, the City of Elk River plans to <br /> establish a cooperative agreement with the school district for use of facilities;work with the <br /> youth associations regarding what they can expect in 2002;and we will look at defining and <br /> establishing the non-resident fee for participating in Elk River programs. <br /> I'm sure this City Council action will be a topic of discussion at the next Community Recreation <br /> Board meeting.
