• <br /> • 3.WHAT WOULD BE DIFFERENT AND WHY? <br /> 1. Parks& Recreation Department Director would: <br /> a. Work with the Parks& Recreation Commission. <br /> b. Work with Developers to implement the Comprehensive Park Plan. <br /> c. Work with property owners on purchase of land for parks. <br /> d. Report to City Administrator&the City Council. <br /> e. Work with other Government agencies. i.e. The County, The School <br /> District,The DNR, and The State. <br /> f. Full-time advocate on forestries issues in the City. <br /> g. Work on a comprehensive Park& Recreation annual budget. <br /> h. Focus on Park Development. <br /> i. Focus on Park facility development. <br /> j. Full-time advocate on grant writing and State& Federal matching fund <br /> opportunities. <br /> k. Over see all community Recreational scheduling. <br /> I. Be a single avenue for the public&private sector to deal with the city <br /> on all Park& Recreational questions. <br /> m. Focus and develop enterprising funding possibilities for the city. <br /> n. Schedule the year-round maintenance and up keep of the city facilities. <br /> 2. Some of the reasons why? <br /> • a. A department for the Recreation staff after the Joint Powers Disbands. <br /> b. Allow more park area planning and implementation during off seasons. <br /> c. A full-time Park and Recreation person on staff to coordinate park issues <br /> with other departments with in the city. <br /> d. A full-time Park& Recreation person with contacts to other Park and <br /> Recreation systems. <br /> e. A full-time person to be involved with day to day Park operations. <br /> f. The single person to set the standards for and organize volunteer efforts. <br /> 3. Summary: <br /> We know that many departments within the city have been doing parts <br /> of these elements until now. We know that those individuals have <br /> done an excellent job. <br /> The City of Elk River has and will continue to grow at a rapid rate. <br /> Our acres of park land continue to grow as well. <br /> We cannot service this important element of our community life efficiently, or <br /> effectively with part-time focus by many departments. We need a single <br /> department with a full-time focus for present and future Park& Recreational <br /> needs. <br />
