<br /> The meeting was called to order at 4:10 p.m. to allow time for late-comers (due to the snow
<br /> storm) to arrive. Tony Darkenwald announced that Chad Lanners, YMCA, was unable to attend
<br /> in light of the road conditions. He is very interested in attending our next meeting however. The
<br /> following items were added to the agenda: a letter from Don Strei, and the next meeting date.
<br /> Tony shared two letters from three fifth grade students from Lincoln Elementary that were
<br /> written to Mayor Stephanie Klinzing and the Elk River.City Council about a community center
<br /> in Elk River. The mayor had asked this committee to respond to the students. Tony sent letters to
<br /> each student with an invitation to attend our meetings.
<br /> Thanks was extended to Pat Klaers and the City for the use of the meeting room and the coffee
<br /> provided.
<br /> Introductions: Each person was invited to introduce him/herself to the group, identifying how
<br /> they are linked to the community.
<br /> Executive Committee: Tony asked for nominations from the floor for chair person. Harvey
<br /> • Schroeder nominated Don Heinzman. There were no further nominations and Don was
<br /> unanimously elected.
<br /> Nominations from the floor were requested for recorder. With no nominations or volunteers
<br /> Tony agreed to fill in as recorder until one can be found.
<br /> Nominations from the floor were requested for vice chair. No nominations were made and it
<br /> was agreed to ask Don to help identify a vice chair to be approved at our next meeting.
<br /> Informal Discussion of Activity regarding Community Gathering Space:. Don Heinzman
<br /> assumed his position as facilitator for the remainder of the meeting. He reminded the group of
<br /> the task force appointed by the City Council in 1990 for exploring a community center. He has a
<br /> copy of that report. He noted that our committee,which is sponsored by Operation ER through
<br /> the Initiative Foundation, is not city-appointed, although there are city staff in attendance.
<br /> YMCA - Don requested that Pat Klaers, City Administrator, fill us in on the history of the city's
<br /> negotiations with the YMCA. It was agreed to postpone our discussion of a YMCA in Elk River
<br /> until their representative Chad Lanners is available. Pat Klaers described the city's position
<br /> with the YMCA. The results of the feasibility study of 350 residents and 10 businesses are
<br /> complete, but not yet ready to present to the public. The results may be made available by the end
<br /> of this month. The two city-owned sites for a YMCA are the 7 acres by Lake Orono by the water
<br /> tower which wraps around the apartments there and the 40 acre business park south of the
<br /> Walmart/Home Depot. Pat Klaers cautioned this committee to keep the scope of a community
<br /> center project a size that is manageable both in cost and purpose.
<br /> David Flannery gave a brief overview of the space needs for a family center for Community
<br /> • Education, ECFE and others (see minutes of the January 4th meeting about Charlie Blesener's
<br /> presentation.) He said the school district is interested in collaborating with other entities in
<br /> order to build a family center. Charlie Blesener reported that they awaiting news of the $500,000
