Background/Discussion At its May 5, 2014, regular meeting,the City Council approved the HRA recommended Housing Rehabilitation Loan Program that includes Low to Moderate Income (LMI) requirements. The HRA directed staff to proceed with development of a program without the LMI restrictions so as not to limit the reach of the program.The proposed actions amend the existing program consistent with HRA direction. A rehabilitation program that is not based on income must adhere to a specific redevelopment area. The redevelopment area must be established as part of a public hearing by the City Council, and be reviewed by the Planning Commission for consistency with the Comprehensive Plan. The Planning Commission approved the redevelopment plan on May 27, 2014. At the July 7, 2014, meeting,the HRA is expected to approve the amendment to this program and associated applications,policies and agreement. Jenny Boulton,the HRA's attorney from Kennedy& Graven will be present to explain any changes to the policy and required documents. Financial Impact The HRA transferred$100,000 to fund the new housing program.
