City of <br /> Elk - Request for Action <br /> River O. <br /> To Item Number <br /> Mayor and City Council 8.2 <br /> Agenda Section Meeting Date Prepared by <br /> General Business July 7, 2014 erem Barnhart,Deputy Director, COD <br /> Item Description Reviewed by <br /> Gravel Mining Study Cal Portner, City Administrator <br /> Reviewed by <br /> Action Requested <br /> Approve,by motion,the hiring of WSB and Associates to complete the 2014 Gravel Mining study at a <br /> price not to exceed$43,300. <br /> Background/Discussion <br /> The City Council has directed staff to complete a study of the gravel mining area,in part to remove the <br /> CRT zoning designation from properties on the east side, and in part to better understand the future <br /> transportation and utility network necessary to serve the area. <br /> The city received five proposals, ranging in cost from $39,135 to $437,400. Three of the proposals were <br /> in the $39,155 to $43,300 range. <br /> Representatives from Planning/ Economic Development, Engineering, and ERMU reviewed the <br /> proposals for understanding of the project,public process, cost, and placed higher importance on the <br /> clarity of the proposal, and the experience in similar projects. Following this review,WSB received <br /> unanimous support as the first choice of group. WSB completed the 2014 Comprehensive Plan update <br /> and the 2011 FAST area's Alternative Urban Areawide Review (AUAR). <br /> WSB will provide a general land use plan that will help identify preferred transportation routes and <br /> preliminary design of the utility network. WSB will meet with both the miners and the other property <br /> owners,MnDOT/ Sherburne County to understand their goals for the area, and based on this,will <br /> generate land use alternatives, to be reviewed by the boards and commissions.
