Training <br /> Training shall be conducted to ensure that parties involved in implementation of the EAP are <br /> familiar with all elements of the plan, the availability of equipment, and their responsibilities and <br /> duties under the plan. A careful record and roster for each training should be maintained. <br /> An annual training shall be held for Elk River Municipal Utilities personnel involved in dam <br /> activities and operation. This training should prepare personnel for problem detection and <br /> evaluation, how problems relate to determining the appropriate emergency level, and <br /> appropriate responses during emergency situations. This training should also be held within 30 <br /> days after assignment of new dam operation personnel. <br /> An annual review of the EAP will be conducted for all involved parties. The purpose of this <br /> training will be to train parties in the procedures to follow in the event of an emergency, to <br /> answer questions regarding the procedures, and to test understanding of the EAP. Feedback <br /> shall be obtained during this review and be taken into account during update of the plan. <br /> Exercising <br /> On an annual basis, a test of the emergency preparedness of dam operating personnel and <br /> other parties involved in implementation of the EAP shall be made to evaluate the effectiveness <br /> and understanding of the EAP. These exercises will include an annual drill, as well as periodic <br /> tabletop and functional exercises, all of which should include participation by all parties in the <br /> notification flowchart. During these exercises, the dam owner and operator will choose a <br /> hypothetical situation to which the appropriate procedures and responses will be determined by <br /> each involved party. Upon completion of each exercise, Elk River Municipal Utilities will verify <br /> that the plan is adequate and, if not, will revise the EAP based on the comments and outcome <br /> of the evaluation. <br /> Updating <br /> A review of the adequacy of the EAP shall be conducted at least annually. During this review, <br /> an evaluation of any changes in flood inundation areas, downstream developments, or in the <br /> reservoir should be made to determine whether any revisions to the current EAP (including <br /> inundation maps) are necessary. The EAP should be updated promptly after each change in <br /> involved personnel or their contact information, or after completion of the exercises or trainings. <br /> If no revisions are necessary within a given year, a statement that the review was made and no <br /> revision to the EAP was necessary should be provided to each recipient of the original EAP. <br /> Copies of any revisions that do result from updating the EAP should be furnished to all <br /> individuals to whom the original EAP was distributed. The list of EAP holders in Appendix E <br /> should be followed to ensure that all copies of the EAP are revised. <br /> Posting <br /> An up-to-date copy of the notification flowchart shall be posted on the observation deck at the <br /> dam and at the Elk River Emergency Operations Center. Copies of the complete EAP are also <br /> held by all of the parties in Appendix E. <br /> 64 <br />
