These programs are 1. Positively Minnesota program,2.The Shovel Ready Certification <br /> program, and 3. IEDC training <br /> 1. Positively Minnesota is a membership partnership with the State DEED office. Membership provides <br /> access to monthly DEED meetings, an opportunity to partner in national tradeshows, and development <br /> of local familiarity tours to site selectors and developers.Annual membership is $540. Sherburne County <br /> has applied to this program for 2014.Therefore, Elk River can participate through the county. <br /> 2. The Shovel Ready Certification Program is a program led by DEED who assists in promoting the <br /> community's available commercial/industrial sites through a pre-qualification process which includes <br /> application forms, and payment of one-time $3250 fee. Once certified, critical information about Elk <br /> River's sites are promoted by DEED,in addition to the City's efforts. <br /> Many out of state developers start at the State DEED office in their research,and most work closely with <br /> the State to fine tune an incentive package. Many developers and site selectors require sites to fit a pre- <br /> determined list of specifications before they will consider attending a familiarity tour or requesting <br /> information about the sites.The Shovel Ready Certified land designation from the state sets Elk River <br /> apart from communities not participating in the program. <br /> 3. The third topic DEED will be addressing is participation in the National Development Council <br /> (NDC) and the International Economic Development Council (IEDC). Elk River currently participates in <br /> NDC which has a heavy focus on financing deals. IEDC focuses on education through a variety of <br /> courses, some of which are online. <br /> The Annual Spring Conference was recently held in Minneapolis,and Duluth hosts the Basic Economic <br /> Development Training Course.The Economic Development Association of Minnesota is actively seeking <br /> to get more courses offered in Minnesota. <br /> [POWERED er <br /> NATURE <br />
