Emergency Level 3 merely requires notification of Elk River Municipal Utilities. <br /> Emergency Levels 1 and 2 require notification of a broad range of departments, <br /> officials, and Emergency Level 1 also requires evacuation of downstream residents. <br /> Parties on the notification flowchart shall be contacted by phone or, if necessary, in <br /> person. Radio communication is available between the power plant, the Street <br /> Department, and the sheriff's office. When notifying the parties for whom they are <br /> responsible, each caller should inform them of the emergency level that has been <br /> activated, explain the exact conditions, and—if applicable—refer the party to the EAP <br /> for their responsibilities. Downstream residents who are notified should be informed <br /> that an emergency situation now exists, and that evacuation is necessary. <br /> Table 1.
