Open a public hearing to take comments on the city storm water program. <br /> 2. No other action is required. <br /> Background/Discussion <br /> The City of Elk River is regulated by the Minnesota Pollution Control Agency with a National Pollutant <br /> Discharge Elimination System (NPDES) General Storm Water Permit for storm water discharge. <br /> The 2003 permit was reissued earlier this year and builds on requirements of the old permit. It includes <br /> prescribed goals in the following categories: Public Education and Outreach; Public <br /> Participation/Involvement; Illicit Discharge Detection and Elimination; Construction Site Runoff <br /> Control;and Pollution Prevention and Good Housekeeping. <br /> The city is required to hold a public hearing to receive feedback on the storm water program. <br /> The following program goals were met by the city in 2013: <br /> • Distributed storm water information via newsletter, cable access, and city website. <br /> • Public Storm Water Pollution Prevention Plan meeting. <br /> • Updated the city's storm water infrastructure map and modified it into an online, GIS-driven <br /> database. <br /> • Delivered 35-50 verbal warnings to seven active construction sites. <br /> • Reviewed five projects to ensure long-term operation and maintenance of permanent Best <br /> Management Practices. <br /> • Completed the Surface Water Management Plan. <br /> In 2014, staff will develop and implement new permit requirements as directed by the Surface Water <br /> Management Plan and continue to partner with the Sherburne County Soil&Water Conservation <br /> District. <br /> Financial Impact <br /> There are no financial impacts associated with the action requested. <br /> Attachments <br /> ■ None <br /> P a w E A E U s r <br /> NaA f RE] <br />
