City of <br /> Elk=' Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 4.6 <br /> Agenda Section Meeting Date Prepared by <br /> Consent June 16, 2014 Lauren Wipper, Human Resource Representative <br /> Item Description Reviewed by <br /> Hire Wastewater Treatment Systems Chief Suzanne Fischer,Director CODD <br /> Operator Reviewed by <br /> Cal Portner, City Administrator <br /> Action Requested <br /> Approve,by motion,the promotion of Matt Stevens to the position of Wastewater Treatment Systems <br /> Chief Operator effective June 17, 2014. <br /> Background/Discussion <br /> Following the retirement of Chief Operator Gary Leirmoe,the city went to market to fill this position. <br /> The city received five applications and interviewed the four candidates who held the required A <br /> wastewater license. <br /> Staff was impressed with the candidates interviewed, but most impressed by our current Interim Chief <br /> Operator,Matt Stevens. As such, staff recommends Matt Stevens for the position of Wastewater <br /> Treatment Systems Chief Operator. <br /> Based on his pay for the Lead Operator position and moving from a non-exempt to an exempt position, <br /> which creates a loss of overtime, staff recommends Mr. Stevens start at step B of pay grade 12. Mr. <br /> Stevens would be eligible to move to step C of pay grade 12 on July 1, 2015. <br /> Financial Impact <br /> Mr. Leirmoe was budgeted at the top of pay grade 12 for all of 2014.
