ilk Request for Action <br /> River <br /> To Item Number <br /> Planning Commission 5.1 <br /> Agenda Section Meeting Date Prepared by <br /> Planning Items May 27,2014 Jeremy Barnhart,Deputy Director, CODD <br /> Item Description Reviewed by <br /> Consider Redevelopment Plan for consistency with <br /> Comprehensive Plan—HRA Housing Reviewed by <br /> Rehabilitation Loan Program Target Area <br /> Action Requested <br /> Confirm, by motion, the redevelopment plan is consistent with the 2014 Comprehensive Plan. <br /> Overview <br /> The Housing and Redevelopment Authority is developing a housing rehabilitation assistance program. <br /> This program is intended to provide financial assistance in the form of low interest loans to property <br /> owners within a specific geographical area to improve the quality of the housing. <br /> The 2012 Mississippi Connections plan recognized the importance the older neighbors, those adjacent to <br /> the downtown in particular,had in relation to the overall strength of the community housing stock, and <br /> the image of the community in general. The 2014 Comprehensive Plan, formally adopted on May 19th <br /> incorporated the Mississippi Connections plan, establishing the area as a formal land use area. The <br /> Comprehensive Plan's goals included the encouragement of strong property maintenance,and <br /> development of housing rehabilitation programs. Per state statute,because the program developed by the <br /> HRA is not income specific,the redevelopment plan,including the geographic area needs to be <br /> confirmed by the Planning Commission as consistent with the Comprehensive Plan. <br /> The geographic area as shown on the attachment is generally consistent with the Mississippi Connections <br /> study area,with the exception being the neighborhood south of 2nd street,north of Vernon cemetery was <br /> added. <br /> Staff considered this deviation minor,and consistent with the Comprehensive Plan. <br /> Financial Impact <br /> None <br /> Attachments <br /> • Location Map <br /> • Resolution Finding the Redevelopment Plan Consistent with Comprehensive Plan <br /> • Redevelopment Plan for Owner-Occupied Housing Rehabilitation Program <br /> P D W E D E D O T <br /> NATURE <br />
