Howard R <br /> <br />July 10, 2002 <br />File: 811384J-0240 <br /> <br />, Green Company <br /> <br />Ms. Michele McPherson <br />Director of Planning <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, MN 55330-5600 <br /> <br />RE: <br /> <br />THE WOODS AT HILLSIDE THIRD ADDITION <br />FINAL PLAT <br /> <br />Dear Ms. McPherson: <br /> <br />As requested, we have reviewed the final plat of The Woods at Hillside Third Additiom <br />our review, we would offer the following comments: <br /> <br />Based on <br /> <br /> The plat includes the replat of Lot 4, Block 3, The Woods at Hillside Second Addition. This <br /> lot is included because a wetland was found to be existing on Lot 4, Block 3, which made <br /> the lot essentially unbuildable. Therefore, it is being replatted with the third addition to be <br /> slightly larger so that there is a buildable location. We would recommend that the existing <br /> drainage and utility easements around Lot 4 be vacated as necessary and replatted with the <br /> third addition. <br /> <br />2. There are various outlots throughout the plat for the median along 193rd Avenue and the <br /> islands in the cul-de-sacs. All of these outlots should be covered by drainage and utility <br /> easements so that utilities can freely cross under them. <br /> <br />3. The islands in the "eyebrow" cul-de-sac along 193rd Avenue and in 192nd Court do not meet <br /> the new City standard for design of a cul-de-sac island. However, they do meet the same <br /> standards that were used for the cul-de-sac islands in the first and secood additions. <br /> <br />4. The right-of-way east of Vance Street on 193rd Avenue is proposed to be used for ponding <br /> on an interim basis. The concept from the original The Woods at Hillside Development Plan <br /> was to use this area for ponding and to eventually move the pond further to the east as <br /> i93rd Avenue is extended to Tyler Street. It would be appropriate with this plat to formalize <br /> the agreement with the Developer whereby he would escrow sufficient funds to eventually <br /> fill in the pond and extend the sewer, water, storm sewer, and street to the east plat <br /> boundary. <br /> <br />If you have any questions regarding any of these comments, please call. <br /> <br />Sincerely, <br /> <br />Howard R.
