City <br /> <br />TO: <br /> <br />FROI~I: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br /> MEMORANDUM <br /> <br />Mayor & City Council <br /> <br />Phil Hals, Street/Park Superintendent <br /> <br />November 8, 200 I <br /> <br />Snow Plowing Policy Updates <br /> <br />Item ~ 4.1. <br /> <br />As in past years, we like to present the city snow plowing policy to the City Council for <br />their review, comments and approval. The basic policy is the same as last year with the <br />only changes coming with addition of one new operator and the way that changes other <br />routes. <br /> <br />The short explanation is that the new operator will assume the priority routes in the <br />eastern area that were plowed last year by Terry Bye, as well as some residential streets <br />in the eastern area and new developments in other areas. Terry will concentrate on <br />trail plowing and ice rink plowing. We will have a colored map at the Council meeting <br />that indicates each of the eight truck plowing routes plus a map for the two loader <br />routes, the trail route, the sidewalk route and the contracted cul-de-sac route to make <br />this understandable. <br /> <br />As stated in our policy, our goal is to have all streets plowed within I 0 hours after a <br />typical storm, but because we have only one sidewalk plow and have added so many <br />sidewalks, we will not be able to have all of the sidewalks plowed until the second day. <br /> <br />Looking forward to the 2002-03 snow season, there are five developments pending in <br />the eastern area alone, which will amount to an additional truck plowing route and one <br />half of a sidewalk route. There are several options available. One option is to hire two <br />additional operators and not retire truck number 216 as planned and add another <br />sidewalk route. Two, is to borrow operators from other departments. Three, is to try <br />to contract the plowing and four might be to reduce our level of service city wide to 12 <br />hours instead of I 0 hours. I bring this up now just for your information, so that we all <br />have time to give it some thought before next year's budget. <br /> <br />Recommendation: <br />City Council formally adopt the 2001-2002 Snow Plowing Policy. <br /> <br /> <br />
